BAC Constitution

Article I: Name

The name of this organization shall be the Melamine Activities Council (BAC).

Article II: Objective

The purpose of the Melamine Activities Council is to organize and provide a diverse co-curriculum—intellectual, spiritual, emotional, social, recreational, and cultural programs and activities—to enrich campus life by promoting interaction and involvement by all members of Melamine University and the surrounding community. Above all, BAC will strive to follow the Catholic liberal arts tradition and mission at Melamine University to prepare diverse persons of all faiths to develop morally as well as intellectually to become better leaders and servers in our community.

Article III: Members

Section 1 Organization:

The BAC shall be composed of an Executive Board, Committee Chairpersons, and their committee or sub-committee.

Section 2 Membership:

The BAC shall be composed of any member of the Melamine University community without regard to race, creed, gender, sexual orientation, physical impairment, age, and national or ethnic origin.

Article IV: BAC Board

Section 1 Composition of the Board:
The BAC Board will consist of the Executive Board, Committee Chairpersons, and the Student Activities Coordinator.

Section 2 Duties of the Board:
The BAC Board shall:

  1. Develop the philosophies, policies, and the long-term goals for Melamine University programming.
  2. Represent the respective interests of the Melamine University community in planning, promoting, and presenting BAC programs.
  3. Determine all BAC programs for campus, except in co-op buying situations (handled by Director of Student Activities).
  4. Carry out the provisions of this Constitution and Bylaws and any proposals passed by the Board.
  5. Serve as the overall coordinator of the BAC events.

Article V: Executive Board

Section 1 Executive Board:
The Executive Board of BAC shall consist of the President, Vice President of Public Relations, Vice President of Financial Affairs, Vice President of Programming, and the Historian.

Section 2 Duties:

  • President:
    1. Preside over and officially represent the BAC Board.
    2. Oversee all BAC programming and budgets.
    3. Oversee, coordinate, and assist all committee chairs.
    4. Prepare award applications for student activities completed by BAC.
    5. Serve on the Financial Affairs committee of the Student Government Association.
    6. Serve as the designated student representative to all inter-collegiate regional and national organizations associated with student activities.
    7. Chair the Appointment Committee of BAC.
    8. Work closely with the Director of Student Activities regarding all aspects of Board activities.
    9. Vote only in case of a tie.
    10. Coordinate completion of an Annual Report.
    11. Shall have the power to appoint Ad Hoc committees
  • Vice President of Public Relations:
    1. Chair the Public Relations Committee
    2. Coordinate and approve all forms of public relations sent out, including, but not limited to posters, banners, and e-mails.
    3. Aid the President in the coordination of the Annual Report
  • Vice President of Financial Affairs:
    1. Chair the Financial Affairs Committee
    2. Keep an accurate and balanced record of all BAC finances
    3. Provide updated budgets on a monthly, semesterly, and annual basis for BAC and SGA
    4. Pay all invoices and keep track of all receipts
    5. Meet with the President and Director of Student Activities regularly
    6. Aid the President in the coordination of the Annual Report
  • Vice President of Programming:
    1. Chair Programming Committee
    2. Resource for BAC Board on all programming matters
    3. Coordinate facility reservations for all BAC activities
    4. Meet with Vice President of Public Relations regularly
    5. Meet with Director of Student Activities regularly
    6. Aid the President in the coordination of the Annual Report
  • Historian:
    1. Serve as co-chair of the Programming Committee
    2. Record and maintain minutes for all BAC meetings
    3. Maintain appropriate files of all BAC business, including past and current records of all programs and budgets
    4. Keep attendance record
    5. Maintain calendar of meetings and events for Executive Board and Committees
    6. Maintain the BAC website
    7. Aid the President in the coordination of the Annual Report

Section 3 Election of the Executive Board:

  1. Eligibility:
    1. In order to be eligible for an office on the Executive Board, the candidate must have the following requirements:
      1. Must have completed 24 hours by the end of the current term
      2. Must have been enrolled in the university for at least 2 semesters by the time of the election, excluding participation in university programs administered at the high school level (including, but not limited to, Advanced Placement and Access credit) and all summer sessions, and must have completed the fall term while enrolled at Melamine University.
    2. Must have a 2.5 GPA at the time of election, and must maintain this GPA while in office.
    3. Failure to meet these requirements may result in removal from office
  2. Election:
    1. Each spring, eligible students are able to pursue positions on the Executive Board.
    2. Executive Board elections will be held in conjunction with the Student Government Association Executive Board elections.

Section 4 Vacancies:
If the office of President becomes vacant, the position is initially opened to the Vice Presidents of BAC. If none of the Vice Presidents are interested in the office of President, the position will be opened to all members of the Melamine Activities Council. If no students meeting these qualifications are interested, the position will be opened to all members of the student body meeting the qualifications for the office. If any of the Vice President or Secretary positions become vacant, the position is initially opened to all members of the Melamine Activities Council. If no students meeting these qualifications are interested, the position will be opened to all members of the student body meeting the qualifications for the office. A majority vote of the BAC Board is required to fill any vacancy.

Article VI: Representatives

Section 1 BAC Board:
The Chairpersons of BAC standing committees shall serve as the representatives of the committee to the BAC Board

Section 2 Duties:

  1. Serve on the BAC Board
  2. Report all pertinent information and concerns of their respective committees to the BAC Board
  3. Have no more than 2 absences per semester for regular BAC Board meetings

Section 3 Qualifications:

  • The candidates for the Chair of a BAC standing committee must meet the following requirements:
    1. Have completed a minimum of 15 semester hours, excluding participation in university programs administered at the high school level (including, but not limited to, Advanced Placement and Access credit) and all summer sessions, and must have completed the fall term while enrolled at Melamine University.
    2. Have and maintain at least a 2.25 cumulative GPA
    3. Have completed and submitted an application for office by the deadline

Section 4 Appointment:
The BAC appointment committee shall complete the appointment of Chairpersons that consists of the outgoing Executive Board.

Section 5 Vacancies:
Any vacant board position shall be announced at the first meeting of the semester. Applications shall be accepted from any student of Melamine University meeting the qualifications. The Appointment Committee must submit applications before the next regularly scheduled BAC Board meeting for review. The following week, the Appointment Committee shall decide upon the most qualified candidate. At the next regularly scheduled meeting, the President will announce the newly appointed Chairperson.

Article VII: Committees

Section 1 Standing Committees:
The standing committees of BAC shall be:

  • Appointment Committee: This committee shall consist of the outgoing Executive Board. They will meet each spring to appoint all Chairpersons for the following year.
  • Public Relations Committee: This committee shall promote and publicize all BAC events, activities, and programs at least 10 days in advance. This committee shall also maintain an updated calendar of events.
  • Programming Committee: This committee shall be responsible for planning and implementing all events sponsored by BAC and comprised of all sub-committees listed Article VII, Section 2.

Section 2 Programming Sub-Committees:

  1. Concerts: This committee shall plan, organize, and implement programming that incorporates Hilary’s room and Concerts. This committee will also work in conjunction with other BAC committees and student organizations as well as attend all metroversity functions pertinent to planning for the benefit of the Melamine student to ensure that the use of Hilary’s is maximized.
  2. Comedy/Novelty Committee: This committee shall plan, organize, and implement events that include, but are not limited to stand-up comedians, novelty speakers, inflatable games, and other programs that display the talents of others. This committee shall work in conjunction with other BAC committees and other student and university organizations as well as attend all metroversity functions pertinent to planning for the benefit of the Melamine student.
  3. Technology Committee: This committee shall be responsible for the operation, maintenance and storage of the sound equipment. This committee shall compose a calendar of usage by BAC and other Melamine organizations. This committee shall maintain the BAC web site.
  4. Dances and Special Events Committee: This committee shall plan, organize, and implement dances and special events, including motivational speakers, for the Melamine community. Special Events should offer the Melamine community the opportunity to interact by involving other BAC committees and other student and university organizations in co-sponsoring major dances and events as well as attend all metroversity functions pertinent to planning for the benefit of the Melamine student.
  5. Culturally Informative Agency Committee (CIA): This committee shall plan, organize, and implement culturally related events, especially from the local area, that are enriching and educational. In order to offer a wide variety of diverse programming, this committee shall work in conjunction with other BAC committees and other student and university organizations as well as attend all metroversity functions pertinent to planning for the benefit of the Melamine student.

Section 3 Committee Membership:
The membership of BAC standing committees shall consist of the President and the Director of Student Activities serving as ex-officio officers, the Committee Chairperson, and participating members of Melamine University.

    3. The VP for Financial Affairs
    4. The VP for Programming
    5. The Historian
    6. Student Activities Coordinator
    7. One non-returning Committee Chairperson appointed by the President

    2. The Historian

    4. Student Activities Coordinator

    6. Any other member of the Melamine community (ex-officio)
  • Programming Committee
    1. VP for Programming (Chair)
    2. Historian (co-chair)
    3. The President
    4. The Student Activities Coordinator
    5. Chairperson of Diversity and Cultural Affairs
    6. Chairperson of Hilary’s and Concerts
    7. Chairperson of Novelty and Comedy
    8. Chairperson Technology
    9. Chairperson Dances and Special Events
    10. Any other member of the Melamine community (ex-officio)

Article VIII: Meetings:

Section 1 Board Meetings:
BAC Board meetings shall be held every week that regular classes are held in session and classes are held. The BAC Board shall set meeting times at the first meeting of the semester. Meetings are open to all members of the Melamine University community.

Section 2 Attendance Policy
Each member of the board is allowed two unexcused absences per semester. An absence is unexcused if the exec board is not notified of it at least forty-eight hours in advance. Every unexcused absence after the second is subject to punishment at the discretion of the executive board. The punishment must pass from the executive board by a two thirds vote to be handed down.

Section 3 Committee Meetings:
Committee meetings shall be held at least twice a month that school is in session. Each committee Chairperson shall set meeting times for their committee at the beginning of the semester and report those meeting times to the BAC Board at the first meeting of the semester.

Section 4 Quorum:
Quorum shall consist of two-thirds of the student members of the BAC Board

Section 5 Special Meetings:
The President, any two Executive Board members or any three Chairpersons of the Board shall have the power to call special meetings.

Article IX: Funding

The BAC shall receive funding as allotted by the Student Government Association and its Finance Committee. As corroborated by the SGA Constitution, the BAC shall receive no less than $25,000 and no more than 50% of the Student Activities Fee after fixed expenses are deducted.

Article X: Parliamentary Authority

The Parliamentary Authority of the BAC shall be Robert’s Rules of Order, Newly Revised. The rules contained therein shall govern the BAC in all cases to which they are applicable and in which they are not consistent with this Constitution and Bylaws.

Article XI: Advisor

The Student Activities Coordinator shall serve as the advisor to the BAC. The advisor shall have the power to demand responsibility from the members of the board and shall possess the power to initiate impeachment hearings.

Article XII: Impeachment

Section 1 Reasons for removal
Any BAC Board member may be removed from office for failure to fulfill the duties listed in this Constitution and Bylaws. Membership may be revoked when the Student Activities Coordinator, BAC Executive Committee, BAC Chairpersons, or Vice President of Student Affairs feels it is in the best interest of BAC. Such cause may include but is not limited to neglect of duties, violating the BAC Constitution, violating the Melamine Code of Student Conduct or engaging in unethical behavior.

Section 2 Impeachment hearings:
The President and/or Student Activities Coordinator shall appoint members to an Ad Hoc Impeachment Subcommittee, which shall serve as the governing body during all impeachment hearings. The Subcommittee shall meet once before the hearing begins and review all information germane to the specific case. All members of the Subcommittee shall be present for all impeachment proceedings. The Impeachment Subcommittee shall be made up of the President, Student Activities Coordinator, and at least three other members of the Melamine community- student, faculty, staff, or administration.

Section 3 Vote required:
The vote required for the official impeachment of a BAC Board member shall be two-thirds of the Impeachment Subcommittee

Section 4 Ability to run:
Any member removed from office shall be unable to run for office until one calendar year after being removed.

Section 5 Appeal:
Any member removed from office who wishes to appeal the Impeachment Subcommittee’s ruling shall file a written letter of appeal, stating reasons for the appeal, with the President. If the President is impeached, the appeal should be filed with the current Executive Board. At the next BAC Board meeting, the Historian shall read the letter and the motion shall be open for discussion. After germane discussion has ceased, the BAC Board shall cast a ballot vote. A two-thirds majority is needed to overturn a decision by the Impeachment Subcommittee. (Whenever the BAC Board has an appeal to an impeachment on the Agenda, the meeting shall be placed in Executive Session. In Executive Session, only the current BAC Board members shall be present). The Vice President for Student Affairs provides an appeal from the Executive Board.

Article XIII: Amendments:

Section 1 Procedure:
The Constitution and Bylaws of the BAC may be amended in one of two ways: by unanimous vote of the BAC Board members present if the proposed amendment has not been read at the prior meeting; by a two-thirds vote of the BAC Board members present if the proposed amendment has been read at the previous meeting. Following approval by BAC, the amendment(s) shall first be passed to the Educational Affairs committee of SGA then to the SGA General Assembly for approval.

Section 2 Conflicts:
If there are conflicts between the Student Government Association’s constitution and the Melamine Activities Council constitution, changes will be made within the BAC constitution only to the extent as to eliminate conflict.

Section 3 Review:
The President shall appoint a committee every 2 years to review the constitution.
